PUBLIC NOTICE REGARDING THE AWARD OF A CONTRACT FOR THE PROVISION OF PROFESSIONAL SERVICES

AbitaTO Project – PROG – 461 – Asylum, Migration, and Integration Fund 2021–2027

Art. 1 – Introduction

As part of the AbitaTO – PROG – 461 project, funded by the Asylum, Migration, and Integration Fund (AMIF) 2021–2027 – Specific Objective OS1 – Asylum, led by the City of Turin, Mosaico – Azioni per i Rifugiati, as a project partner, intends to select an external professional to fill the position of:

Career Guidance Specialist

This procedure is being implemented in accordance with the principles of transparency, impartiality, public disclosure, equal treatment, and non-discrimination, as well as in accordance with the Manual of Eligibility and Expense Reporting Rules for the AMIF 2021–2027.

Art. 2 – Scope of the Assignment

The selected professional will work within the scope of the activity described in the relevant WP2 section titled “Strengthening Local Services” of the AbitaTO project.

The assignment involves the following activities on behalf of third-country nationals who are beneficiaries of international protection;

  • assistance in drafting and updating a resume;
  • individual career counseling, skills assessment, and the development of personalized professional development plans;
  • support for active job search;
  • coordination with local services and employment agencies;
  • collaboration in the preparation and updating of Individual Plans for Socio-Economic Integration (PIISE);
  • Preparation of periodic reports on activities carried out on a monthly basis.

Art. 3 – Term of Office

The assignment will run from July 2026 to December 2027, unless the project is completed earlier or later than scheduled.

The activities must be completed by the project deadline.

Art. 4 – Compensation and Payment Terms

The total gross compensation is €10,000.00. The assignment will be carried out on a freelance basis by a VAT-registered individual. Payment will be made upon:

  • invoice submission
  • Submission of Activity Reports
  • validation by the project coordinator
  • Verification of consistency with AMIF reportable activities

Art. 5 – Eligibility Requirements

Candidates who meet the following requirements are eligible to apply:

Required qualifications:

  • At least 5 years of documented experience in career counseling;
  • experience working with third-country nationals or beneficiaries of international protection;
  • knowledge of the local area and the City of Turin’s employment services:
  • possession of a valid VAT number;

Preferred qualifications:

  • experience with AMIF projects or projects funded by European funds;
  • intercultural skills;
  • Proficiency in at least one foreign language at an advanced level.

Art. 6 – Evaluation Criteria

The selection will be based on:

  • Relevant professional experience (max 30 points)
  • Experience in projects targeting migrants (max 30 points)
  • Experience with funded projects (max 10 points)
  • Interview Results (max 30 points)

Art. 7 – Procedures for Submitting Applications

The application must include:

  • Updated and signed resume
  • Copy of ID
  • Declaration of Compliance with the Specified Requirements and Details of the Active VAT Number
  • Consent to the processing of personal data pursuant to EU Regulation 2016/679 (GDPR) (to be included in the resume or in the body of the application email, by means of a specific statement)

Art. 8 – Appointment

The assignment will be granted by means of a letter of engagement for professional services. The execution of the contract is contingent upon verification that the declared requirements are met.

Art. 9 – Processing of Personal Data

In accordance with EU Regulation 2016/679 (GDPR), personal data will be processed exclusively for purposes related to this procedure.
